Replicable Innovations of SSE in the provision of services and creation of decent jobs in the post covid-19 crisis recovery

Context

MedRiSSE project is a cooperation project that seeks to lay the foundations for replicating innovative models throughout the Mediterranean arc that promote the creation of quality jobs, help create businesses and accelerate public-private processes of municipal service provision, within the framework of the Social and Solidarity Economy. MedRiSSE will demonstrate that co-production of public goods with Social and Solidarity Economy can provide with low-cost, highly effective, and scalable solutions to fight poverty, inequality, social exclusion and environmental unsustainability.

MedRiSSE is a capitalization project funded by the European Union under the European Neighbourhood Instrument for cross-border cooperation in the framework of the Mediterranean Basin Programme 2014-2020 (ENI CBC Med). It involves 8 partner entities and 7 associated entities, from 5 countries (Spain, Italy, Palestine, Jordan and Tunisia) with a total budget of 1.1 million euros (90% programme contribution) and an estimated duration of 24 months, until September 2023.

Objectives

The main goal of the project is to develop a Mediterranean scalability pathway for social innovations that enable the co-production of municipal services with local Social and Solidarity Economy (SSE) actors that have emerged from interactions between government and SSE involved in several EU-funded projects. These mentioned projects are MedTOWN, MoreThanAJob, MedUP!, RUWOMED & IESS.

In order to reach this objective, the strategy of the project revolves around widening the SSE and Co-production Community of Practice (WCoP) launched by the MedTOWN project, further involving policy makers, SSE actors, researchers, etc. The WCoP will benefit from social innovations and capacity building resources regarding the role of SSE in the promotion of decent jobs and social inclusion (MoreThanaJob), the promotion of SSE ecosystems (MedUP, IESS, progress) and the empowerment women in cooperatives through fair trade and eco-tourism (RUWOMED). The WCoP will be linked to a new Mediterranean Co-production Lab (LAB) that will help establish conditions for innovation in the delivery of public services through alliances with SSE and help them identify and foster opportunities for collaboration. The lab will develop an evaluation methodology to understand the potential for scalability of the different co-production models or social innovations, which, in turns, will evolve into a Mediterranean Co-production Toolkit for Public Sector Innovation. This Toolkit will help both SSE practitioners and public servants understand and apply innovation in their daily work. Lastly, the project will continue the communication and policy dialogue initiated by the 5 capitalised project under a harmonised approach, to continue advocating for legal and institutional reforms and policy innovations aimed at supporting emerging sectors of SSE, as well as the concepts of “co-production” and “social economy".

Events

Kick-off Meeting. November 2021

From 9 to 10 of November 2021, the MedRiSSE partnership gathered for the first time in the city of Barcelone (Spain) for the official start of the project. Representatives of each one of the consortium took advantage of the meeting to expose their previous experiences on capitalization project and the analysis and strategies to reach all the outputs and deliveries in the project. The partnership had the opportunity to discover by themselves how the Grama project operates in the city of Santa Coloma de Gramanet by visiting a local market and interact with the public complementary currency called Grama.

Launching Conference Tunisia. June 2022

On 23 of June 2022, MedRiSSE project's launching conference took place in Tunis with a celebration of the "The Future of Social and Solidarity Economy Conference". During the event, local and international actors in the Social and Solidarity Economy gathered to exchange and learn from different projects and best practices along the Mediterranean Sea Basin. The event, with more than 200 people, supposed an unique opportunity to meet other social innovator actors in the Social and Solidarity Economy environment and know more about the social innovative projects that are currently being developed in the countries of the MedRiSSE project. The Launching Conference was organised by the Tunisian Center for Social Entrepreneurship (TCSE) in partnership with the Asamblea de Cooperación Por la Paz (ACPP), the Friedrich Naumann Foundation for Freedom and Oxfam.

Project Meeting Jordan and Strategic Event. February 2023

From 1 to 2 of February 2023, the MedRiSSE partnership met in Amman in order to analize the 1st year of the project and to work on the following activities that the project will develop in the next months. Partners of the 5 different countries gathered in the capital of Jordan in the event organised by The Jordanian Hashemite Fund for Human Development (JOHUD). As well, it was the moment to participate in the National Strategic Event with more than 40 local actors and stakeholders on social initiatives. The objective of the event was to help national actors to interact with international projects and work together to boost their own projects on social innovation. The event was dinamised by JOHUD along with Oxfam Québec. The participants had the opportunity to learn about the current state of the MedRiSSE project with some of its outputs such as the Replicability Roadmaps that were introduced by the Action Research for Co-Development (ARCO) from the University of Florence.

Project Meeting Italy and Public-private dialogue event. May 2023

From 12 to 13 of May 2023, the MedRiSSE partnership gathered again in the city of Florence (Italy) hosted by Oxfam Italy to plan the next activities in the last months of the project. Also, in the first day in the meeting and during the Oxfam Festival 2023, the MedRiSSE project took the floor to develop a dialogue event divided in two panels. The first of them, ‘Social entrepreneurship in the Mediterranean and financial institutions’ counted on speakers coming from Palestine and Egypt. Dr. Maali Diab, founder of Muffaker, and Mrs. Manar Ramadan, co-founder of Banslastic, agreed about the high number of obstacles the social innovation companies must face in the first moments and the requirements to find funds to develop their ideas. The second panel was entitled ‘Research, innovative entrepreneurship and the public sector’ and brought to the scenario scene Ms. Diye Ndiaye, representative from the Municipality of Scandicci, Ms. Camilla Guasti, from the Yunus Social Business Centre, at the University of Florence and Mr. Lorenzo Pieraccini, founder of Better Social, a business based in Prato that engages people with disabilities and foster their inclusion in the job market thank to new technologies. On this second session, the discussion revolved around the involvement of public institutions in social innovation projects and their commitment with the community to collaborate in different topics and working environments.

Project Meeting Palestine. National Social Innovation Event in Ramallah and Public-private dialogue event in Nablus. July 2023

From 25 to 27 of July 2023, it took place in the city of Ramallah (Palestine) the last of the project meetings of the MedRiSSE project. On this occasion, it was Agricultural PARC who hosted the hybrid event and it counted on the participation of each one of the partners along with the Joint Technical Secretariat. In this session, partnership could present all the news of the project and the plans for the next months. The day after, on 26th of July, PARC organised a Social Innovation Event in Ramallah with national and local stakeholders to present outputs and tools of the project and foster the interaction and co-production among the actors and institutions. On Thursday 27th of July, the activities moved to the municipality of Nablus where An-Najah National University (ANNU) organised a Public-private dialogue event where international and national SSE actors and official institutions debate about the best ways to work together in the development of a framework and actions to cooperate. On the second panel, succesful stories were shared with the audience and continued the discussions that took place in Italy during the 1st public-private event.

Overview of the MedRiSSE 5 Capitalized Projects

IESS

With unemployment surfacing among the most urgent social issues prevailing in Tunisia and indering its economic growth, IESS! (Employment Initiatives in Social and Solidarity Economy in Tunisia) was launched to promotes employment through the development of the Social and Solidarity Economy in Tunisia. This 3-year support program -running from September 2014 until 2018- aims to create sustainable jobs for young people and women through the creation and strengthening of sustainable enterprises in different Tunisian regions. The main objective is promoting employment through the development of the Social and Solidarity Economy (ESS), a source of social cohesion, by favoring the disadvantaged regions of Tunisia.

MedTOWN

MedTOWN is an initiative focused on the combined potential of agents of the social and solidarity economy (SSE), citizens, and local authorities to co-produce the social policies that can fight poverty, inequality, social exclusion, and environmental unsustainability, providing them with tools and connections to build local resilience and foster the transition towards more fair, resilient and sustainable societies in the Euro-Mediterranean region. MedTOWN will provide with tailored capacity building for SSE agents, innovative and low-cost tools for practitioners in order to develop co-production initiatives in collaboration with the public sector for the improvement of the design and delivery of social services to vulnerable groups.

MedUP

The project’s overall objective is to promote an enabling environment in the Southern Mediterranean partner countries for the development of the social entrepreneurship sector as a driver for inclusive growth and job creation. MedUp! worked with a multilevel approach: at Macro Level by promoting country and cross-country policy and advocacy initiatives and public-private dialogue to create an enabling regulatory and policy environments; at Meso Level by reinforcing 60 social entrepreneurship support organizations through capacity-building and networking activities; and at Micro Level by providing financial and technical support to 100 social enterprises.

MoreThanAJob

MoreThanAJob will enforce social inclusion of vulnerable, unemployed populations by applying best practices for more effective collaboration of the Social and Solidarity Economy (SSE) actors with the public administration. MoreThanAJob Project stresses the path of social and economic inclusion through the accessibility to a decent job for a vast range of people at risk of marginalization, including migrants, poorly educated or low-skilled persons, disadvantaged women, young persons out of the job market.

Building upon pre-existent cooperation patterns, the project involves a plethora of stakeholders, from the academia to the public sector, from the private to the non-profit. All five countries participating in the project – Jordan, Palestine, Lebanon, Italy, and Greece – share a similar scenario: a multifaceted negative spill-over of the economic crises, starting from 2008 onwards, and a high percentage of refugees.

RUWOMED

“Supporting and connecting rural women's traditional know how within the Mediterranean Sea Basin through the promotion of fair products to enhance their economic and social future and to participate towards the achievement of an harmonious development for a good neighbourhood in the region (RUWOMED)”,funded by the ENPI-CBCMED Program, which was promoted by ACPP and implemented by PARC and CRTD-A in the oPt and Lebanon from November 2012 to December 2016.

The overall objective of the project was to promote the socio-economic development of women within the Mediterranean Sea Basin, being the specific objective to develop and strengthen viable economic activities among Palestinian and Lebanese women through a capacity building program, input supports and the promotion of products locally and internationally.
